Those four line items are the skeleton of nearly every West Virginia funeral bill, and they are worth knowing before anyone hands you a package price.

One comparison is worth holding onto. The national median for a funeral with viewing and burial is $8,300, per the NFDA. West Virginia’s own average burial is $7,032. You are not in an expensive state. If a quote in front of you is well north of $8,000, that is the provider, not West Virginia.

Two independent sources, six years apart, say the same thing: a green burial advocacy site covering this state says “the state currently has no officially designated green burial grounds,” and a 2020 WBOY report out of Morgantown says “as of now, there are no graveyards that are certified in West Virginia.” We would rather give you that plainly than send you looking for something that is not here.

The nearest certified ground is out of state: Penn Forest Natural Burial Park in Pittsburgh, which opened in 2008 on 35 acres. For a family in Morgantown, Wheeling, or Weirton that is a realistic drive. For Charleston or Bluefield it is not, and pretending otherwise would waste your time.

The obstacle here is availability, not legality. West Virginia law requires nothing that blocks a natural burial. There is no embalming requirement. There is no statutory deadline for disposition. Nothing in state law prohibits burial on family land. The vault, the single biggest practical barrier, is a cemetery policy rather than a state rule, which means a conventional West Virginia cemetery can waive it and some will if you ask. That question, asked directly of the cemetery office, is the whole ballgame.

On family land: burial on private property in West Virginia is effectively legal, and the state’s own code takes the existence of private-land graves as a given. W. Va. Code 37-13A is written around cemeteries and graves “located on private land,” and section 37-13A-7 requires a governmental subdivision that learns of a grave site outside a dedicated cemetery to notify the landowner, document the location, and deposit the data with the Division of Culture and History. Family burial grounds are a normal, legally acknowledged category in this state. What is not settled is the local layer: county and municipal rules govern private burials, so call the county or town clerk before you dig. We are not printing a setback distance, because no West Virginia statute prescribing one could be found, and the figures that circulate on funeral blogs are copied in from other states.

One correction, because search results will hand you this and it reads exactly like law. The line “Natural burial is lawful in this state” comes from Senate Bill 1057, introduced in the 2026 Regular Session to write green burial into the code at a new article 16-2S. The bill’s status page shows an introduced version and nothing further: no committee passage, no floor vote, no signature. It is proposed text, not statute. The accurate position is that West Virginia’s code is silent on natural burial specifically, and silence is not prohibition.

The out-of-state path is real but involved. It means working with a provider in a state that authorizes the method, which means the body leaves West Virginia. A transport permit or disposition permit is required to move a body within or out of the state, and the Board confirms that West Virginia’s electronic death registration system can print a disposition permit to transfer a deceased out of state. A West Virginia funeral director handles that paperwork. Before you commit to it, call the receiving provider and confirm in writing what they need from West Virginia and what the total, including transport, actually comes to.

How to Get a Death Certificate in West Virginia

$12 per copy. That is the state fee, it changed effective July 1, 2023, and there is no volume discount: ten copies cost $120. The fee includes a non-refundable search fee, and if a computerized search does not find the record, the state searches the year specified plus the year before and the year after. Additional searches are $12 per three-year period.

The office is the Vital Registration Office, 350 Capitol Street, Room 165, Charleston, WV 25301-3701. The walk-up counter is on the right side of the main lobby.

In person is the fastest, and it is same day. Allow at least a 15-minute wait, and avoid 11:30 a.m. to 1:00 p.m., which is the busy window. The office takes cash, check, and money order. Debit and credit are accepted at the walk-up counter with a 4 percent surcharge. You can fill out the application in advance from the state’s Certificate Request Forms page and walk in with it done.

By mail is $12 per copy, check or money order only. No cards by mail. You must include the application form, a color copy of your ID, and correct payment, mailed to the Vital Registration Office at the address above. The state does not publish a mail turnaround time. It says only that mail orders are processed in the order received, so we are not going to invent a number for you.

Now the one that saves money: West Virginia has no direct state online ordering. This is the state’s own wording, on the record: “The State of West Virginia does not have direct online ordering. Any website advertising online ordering is through various third-party vendors who charge extra convenience and shipping fees and mail your online order to the state on your behalf. These orders are treated the same as all mail-in orders and processed in the order received.” And then the line that settles it: “Regardless of the fees charged by third-party vendors, the state receives $12 per copy.”

Read that again if you are about to click a site that looks official. Every “order West Virginia death certificates online” result is a middleman. It costs more, it is not faster, and the state processes it identically to the envelope you could have mailed yourself. Those vendors also handle their own customer service, so if something goes wrong, the state cannot fix it for you.

The ID you need. One of: a state issued driver’s license (it can be expired), a United States or foreign passport, a military ID, or a photo ID card from a government sponsored program. Or any two of: a major credit card, a motor vehicle registration card, a state social services program card, or a recent utility bill in the name of the person requesting. If you have none of these, the state grants exceptions case by case, so call rather than give up.

West Virginia is not an open records state, so not everyone can order one. The Berkeley County Clerk states the eligibility list this way: parents and grandparents of the person on the certificate, the wife or husband, children and grandchildren, brothers or sisters, the funeral director, and anyone who has legal interest in the certificate. That is a county-published list rather than a state one, so treat it as a strong guide and confirm your own situation with the office. The statutory backing is W. Va. Code 16-5-27, which makes it unlawful to disclose or copy a vital record unless authorized. The same section opens the records to the public 50 years after the date of death.

The county clerk route exists. West Virginia county clerks also issue certified death certificates, in person or by mail, and county fees may differ from the state’s $12. We are not printing a county figure, because the county pages we checked were written around birth certificates and the death certificate fee could not be confirmed. Call your county clerk and ask what a certified death certificate costs there. If it comes in under $12, that is worth knowing before you order ten.

One more thing, and it links straight to the next section. Having the funeral home procure your certified copies is a taxable service in West Virginia. Ordering them yourself from the Vital Registration Office at $12 is not. On ten copies that difference is small, but it is real, and it is the kind of line item that is easy to hand back.

Does West Virginia Tax a Funeral

Yes, and the state publishes exactly how. The document is TSD-314, “Sales and Use Tax for Funeral Directors and Related Taxpayers”, revised October 2019, sitting on the West Virginia Tax Division’s own website. It splits a funeral bill item by item into what gets taxed and what does not, and almost no family has ever seen it.

Taxable, per the state’s own list: caskets, burial vaults or boxes, temporary vaults, flowers and the service of providing or handling flowers, wreaths and door sprays, limousines for transporting mourners, funeral cars and flower cars (with the deceased’s own transportation carved out), folding chairs, tents, tarpaulins, candelabra and candles, lowering devices for use at the grave, clothing for dressing the deceased, chapel service, the services of clergymen, singers, and organists, procuring burial permits, and procuring or providing certified copies of death certificates.

Exempt, per the same list: the cremation service, embalming, dressing the body, opening or closing graves or tombs, lining graves, pall bearer service, removal charges, placing death notices, transporting the deceased, attendance at coroner’s inquests, and cemetery perpetual care trust fund deposits.

Look at those two lists next to each other and the pattern is unmistakable. The taxable list is the merchandise list. The exempt list is the service list. West Virginia taxes the things, not the work. Which means a family choosing cremation over burial is not only avoiding the price of a casket and a vault, it is avoiding the tax on both, while the cremation itself sits on the exempt side of the ledger.

Then there is the rule that quietly undoes all of that. TSD-314 gives funeral homes a shortcut: “West Virginia funeral directors and embalmers may calculate the West Virginia consumers sales and service tax and use tax on their sales as seventy percent (70%) of total charges (including cash advances, reimbursements, and all other charges) and may collect and remit the tax based upon this calculation.” The state’s stated reason is that itemizing the taxable and non-taxable lists accurately is burdensome, so it offers an alternative method.

Sit with that for a second. Under the safe harbor, a funeral home can simply tax 70 percent of your entire bill instead of sorting it. If you chose a direct cremation, your bill is mostly exempt services: the cremation, the removal, the transport. A flat 70 percent does not describe that bill. This is a question to ask, not an accusation to make, and the question is simple: are you itemizing the tax on this bill, or using the 70 percent method? Ask it before you sign, and ask for the tax to be shown as its own line.

The other action item ties back to the section above. Because “procuring, obtaining or providing certified copies of death certificates” is on the taxable list, letting the funeral home order your copies makes it a taxable funeral-director service. Ordering them yourself at $12 from the Vital Registration Office is not. Small money, but it is yours.

Someone has tried to fix this. HB4402, introduced in the 2024 Regular Session, would have created a sales and use tax exemption for funeral, cremation, and burial services. The State Tax Department scored it at a General Revenue Fund reduction of nearly $3.4 million in FY2025 and $8.1 million per year after that. An earlier attempt, HB2265, appeared back in 2005. TSD-314 is still published and the tax is still being collected, so plan around the rule as it stands today. And here is the quiet irony: that same HB4402 fiscal note, written to price out an exemption, is the document that gave us the $7,032 and $2,257 figures at the top of this page. The state costed your funeral in order to argue about taxing it.

One number we are deliberately not printing is the rate itself. TSD-314 does not state it, municipalities add their own on top, and we would rather you ask the funeral home to show the tax as its own line than take a percentage from us that we could not verify first-party.

West Virginia Funeral Home Directory

Below are 87 West Virginia funeral homes across 35 city blocks, every one of them checked by hand. That last part is not a boast, it is a warning about what is out there. While building this, we found “123 Fake Street, Ashton, Iowa 51232” sitting in the live structured data of three real West Virginia funeral home websites. One home’s own code puts it in Clinton, North Carolina. Another puts it in Bonner Springs, Kansas. We found fax numbers published as phone numbers at eight or more homes, one live “555-555-5555” placeholder, and a footer carrying the website vendor’s number instead of the funeral home’s. Every address here was cross-checked against the visible address block on the provider’s own site, not against its code.

We also threw things out. Fink & Stone is in Martinsburg, Pennsylvania, not Martinsburg, West Virginia. There is a Fairmont in Minnesota, a Morgantown in Indiana, a Ripley in Mississippi, and a South Charleston in Ohio, and all of them surface in West Virginia searches. Charles Town has no in-city funeral home at all; every result resolves to Ranson or Harpers Ferry, so we listed it where it actually is. Kingwood, Moorefield, Ripley, and Dunbar have one funeral home each, and that is genuine market thinness rather than a gap in our research, so we said so instead of padding the list. West Virginia Cemetery Directory

Seventeen West Virginia cemeteries with addresses we could stand behind. West Virginia has an unusual number of name collisions, and they send families to the wrong county: there are two major Spring Hill Cemeteries, in Charleston and in Huntington, and two Sunset Memorial Parks, in South Charleston and in Beckley. All four are real and all four are large. The notes below flag every one of them.

West Virginia State and National Veterans Cemeteries

West Virginia has exactly three VA-recognized veterans cemeteries, and one detail about them misdirects more grieving families than anything else in this state. Two of the three are in Grafton, they share one phone number, and only one of them accepts new burials. That shared number, 304-265-2044, is not a typo on somebody’s website. Both VA pages list it independently, because the two sites are administered together and one office answers for both.

West Virginia National Cemetery in Grafton is OPEN. The VA’s own wording is that it “has space available to accommodate casketed and cremated remains.” Grafton National Cemetery, also in Grafton, is CLOSED to new interments. The only interments still accepted there are subsequent interments for veterans or eligible family members in an existing gravesite. If you are arranging a first burial for a veteran in Taylor County, the answer is Veterans Memorial Lane, not Walnut Street.

The reason the two exist is worth a sentence. Grafton National dates to 1867, when the War Department ordered a permanent burial site for Union soldiers who passed in hospitals and on battlefields across West Virginia. Its first interments were 1,252 Union soldiers, 613 of them unknown. By the 1960s it was filling up, and in 1975 authorities determined it could not be expanded because the grounds were too steep and the cost prohibitive. A 58-acre tract that had been part of the West Virginia Industrial School for Boys was selected instead, and West Virginia National Cemetery was dedicated September 27, 1987, opening for interments the following day.

Two eligibility points at Kinnard that families get wrong constantly, both in the state’s own words. First: “The order of death does not determine eligibility for benefits. A spouse or eligible child may predecease the veteran. The veteran’s service makes them eligible, not the veteran’s death.” Second: “A veteran’s non-veteran surviving spouse can be buried in the cemetery based on their marriage to the eligible veteran, even if they remarry following the death of the veteran.” Remarrying does not cost you your place next to them.

Practical notes for Kinnard: the funeral home is responsible for providing flags for the burial service, and a grave locator sits in the Administration Building. The U.S. flag flies daily. Small U.S. flags are placed on graves the day before Memorial Day and removed immediately after, and flags are not permitted on graves at any other time. Confirm eligibility and dates with the West Virginia Department of Veterans Assistance before you plan around a date.

West Virginia Funeral Homes With On-Site Crematories

West Virginia does not restrict crematories to cemeteries, which is the first thing families ask and the answer comes straight out of statute. W. Va. Code 30-6-3 defines a crematory purely as “a licensed place of business where a deceased human body is reduced to ashes and bone fragments,” with no tie to a cemetery, and the same section says plainly that “a funeral establishment can include a licensed crematory.” Section 30-6-20 licenses each crematory “for only one crematory to be located at a specific street address.” Under 30-6-11, the operator in charge must be individually certified by the Board after a board-authorized class.

Why this matters to you: when a funeral home owns its own crematory, the body never leaves that provider’s care, and it usually costs less because no third-party crematory fee is being marked up on your bill. Here are the West Virginia funeral homes we confirmed operate one on site.

We are not publishing a count of West Virginia crematories, and here is why. The Board of Funeral Service Examiners licenses every crematory individually under 30-6-20, which means the Board holds the only authoritative list, and we could not retrieve it. TSD-314 states that the erection or placement of grave markers or monuments cannot be treated as a contracting activity which would be exempt from tax, so ask your monument seller to show you how tax is being handled on the quote rather than assuming it is buried in the total.
